The kingdom of Saudi Arabia is witnessing development in many areas, this development has led to the issuance or amendments of many laws and regulations, these laws or regulation must be issued or amended in a way that reflects and keep pace with this development, and therefore there are many standards be taken into consideration when issuing or amending new laws or regulations, as the kingdom of Saudi Arabia has developed a standards by issuing a Council od Ministers Resolution No. (713) dated on 1437 H in order to ensure that any new laws issued or amended is in line with the best practices, and these standards must provide a benchmark study that illustrates international experiences in addition to statement of financial, economic and employment impact as well as many other standards that need to be taken into consideration.
